“The suspension should be lifted on the ground that grave errors of facts or law or serious irregularities have been committed. The complaint have no basis either in fact and in law, based on mere surmises, speculations, opinions, and questionable findings without the required quantum of evidence,” ayon pa sa mosyon.

“Here, there is no proof that respondent Guo was motivated by a premeditated, obstinate or deliberate intent of violating the law or any established rule,” ani David.

Sinabi ni Atty David na umaasa silang agad na irerekonsidera ng Office of the Ombudsman ang kanilang inihaing mosyon

“Mayor Guo most respectfully and humbly prays that the Order of Preventive Suspension be immediately lifted and that herein respondent should not be held liable for any administrative charges,” pagtatapos pa ni Atty David.
