TUMAAS ang teenage pregnancy noong kasagsagan ng “pandemic” dulot ng coronavirus disease-19 (COVID-19), ayon sa pag-aaral ng Department of Science and Technology-National Research Council of the Philippines (DOST-NRCP) kamakailan.
Sa konteksto ng COVID-19 pandemic sa Pilipinas, mahigit kumulang 7.3 million ng Filipino ang nawalan ng trabaho at nagsara ang mga eskwelahan noong March 2022, at dito ang mga batang babae ay naging mahina sa early pregnancy.
Bago ang pandemya noong 2019, nasa 2,411 na batang babae, na may edad 10 hanggang 14, ay nagsilang ng kanilang mga sanggol. Ang pagragasa ng teenage pregnancy dito sa ating bansa ay 11 years na ang nakakaraan. Ayon sa two-month na pag-aaral ng DOST-NRCP, sa pangunguna ni Dr. Gloria Luz Nelzon, na siya miyembro ng NRCP Division VIII (Social Sciences), ang pandemic ay hindi sanhi ng teenage pregnancy ngunit sinabing “several mediating factors such as, school closures, dysfunctional family, and lack of access to sexual and reproductive health education.” (Sumakatuwid, ilang kadalilanan ang pagsasara ng mga paaralan, mga magulong pamilya, at kawalan ng akses sa mga edukasyon na pang-sekswal o reproduksyon.)
Sa ulat ng Philippine Statistics Authority (PSA), dalawang 10-year-old na batang babae sa Metro Manila at Southern Luzon ay naging nanay na sa kanilang murang edad.
Sa pag-aaral nina Nelson at Mari Juni Paulette B. Gonzales, ay nagpapakita na ang 18 participants ay masaya sa kanilang bagong tungkulin bilang nanay at umaasa sa kanilang pamilya at mga partner para sa financial at emotional support at nagpapasalamat ang dalawang opisyal na walang gumawa sa kanila (teenage mother) ng abortion, nagpakamatay, o dumanas ng domestic violence.
“The NRCP researchers also extracted from their stories that for the youth (participants) their pregnancies were unplanned but not unwanted. Just like any other pregnancies, theirs are the consequence of non-use of family planning methods that their children are blessings and source of their inspiration. With this, the majority of those who drop out due to the pregnancy, have expressed desire to continue their studies in order to provide a better future for their newborn. In spite of these burdens, the teens remain optimistic and hopeful for the future,” ayon sa DOST-NRCP.
Samantala, sa ganitong situwasyon, lalu na sa panahon ng pandemic, nagkakaroon ng ang mga batang ina ng pasakit gaya ng low to no income, low education, less employment opportunities, and health risk sa parehong teen mother at kanyang anak.
Ang pag-aaral na ito na ginawa ng DOST-NRCP ay muling nagbigay linaw sa mga pangangailangan ng mga teenager o bata at napag-alaman, ayon kay Dr. Nelson ang teenage pregnancy ay lomobo ng kasagsagan ng bagyong Yolanda at Ruby sa Eastern Samar noong 2017.
Sa kanilang ginawang pag-aaral ng dalawang buwan, ayon sa DOST-NRCP, inerekomenda nila ang mobilization ng lahat ng social institution mula sa mga pamilya, government at civil groups dahil ang teenage pregnancy ay parang pandemic sa nangyayaring social problem at social emergency at maaagapan lamang ito sa pamamagitan ng ng intensive effort mula sa mga indibidwal at ng society.
Dito, ayon sa ahensya (DOST-NRCP), pagtibayin umano ang Teenage Pregnancy Act and culturally appropriate para magbigay implementasyon ang rules at regulations para pagaanin ang situwasyon ng teenage pregnancy sa Pilipinas.

Sa ngayon, nasa 310 participants mula sa government agencies kasama dito ang regional offices, Commission on Population, Department of Social Welfare and Development, DOH, IATF, National Security Council, National Disaster Risk Reduction and Management Council (NDRRMC), schools (University of the Philippines (UP) Diliman, UP Los Baños, UP Manila, Cebu, Mindanao, Cambridge Child Development Center, DM Training Inc., Cuenca Senior High School, SLU, Eastern Samar State University), media, kabilang narin ang mga viewers sa live streaming at Facebook Research Pod.
“Prevention of early pregnancy among adolescents is a way of protecting children’s rights”, saad ni DOST Assistant Secretary for Human Resources Management, Management Services, and Special Concerns, OIC for Gender and Development (GAD) and Regional Support Service and DOST-wide GAD Focal Person, Dr. Diana l. Ignacio, during her message.
“We can learn something from this study which results in some policy recommendations, [maybe] if not at the national government level, [maybe] at the local government level,” ayon naman kay DOST Secretary Fortunato T. de la Peña.
