Bamban, Tarlac – Mayor Alice Guo today issued a statement in response to recent allegations made by Senator Win Gatchalian regarding her citizenship. Recent documents provided by Sen. Gatchalian allegedly from the Board of Investments and the Bureau of Immigration suggest that Mayor Guo might be Guo Hua Ping, who entered the Philippines on January 12, 2003, at the age of 13, with a birth date of August 31, 1990. According to these documents, Guo Hua Ping’s registered mother under the Special Investor’s Resident Visa (SIRV) is Lin Wenyi. Mayor Guo is prepared to address these allegations fully and transparently. She even stressed the point that “he who alleges must prove! Kung sino ang nag-aakusa ay siya ang magpatunay.” Mayor Guo asserts her Filipino citizenship based on her birthright, cultural ties, and continuous residency in the Philippines. Her belief in her Filipino identity has been consistent, supported by her active participation in local business and community life as well as the people she interacts with. In fact, many community members are willing to execute affidavits and share historical documentation to further bolster her citizenhip. Legal defenses for her nationality include birthright citizenship having been born by a FILIPINO mother out of wedlock and the recognition of Filipino citizenship by Philippine authorities, including the issuance of a birth certificate and a Philippine passport, among others. Mayor Guo’s acquisition of personal and real properties in the Philippines was made in accordance with laws and procedures. She has complied with all the legal requirements, including the payment of taxes and fees. Philippine law protects such acquisitions, emphasizing the individual’s good faith and compliance with legal norms. As the current Mayor of Bamban, Tarlac, Mayor Guo acknowledges the paramount importance of her eligibility for office. Mayor Alice Guo Defends Reputation and Calls for Fair Investigation in PAOCC

Manila, Philippines – Today, Mayor Alice Guo, through her legal counsel Atty. Yvette Gianan, formally submitted a clarification letter to the Presidential Anti-Organized Crime Commission (PAOCC) volunteering vital information regarding the ongoing investigation into the Bamban POGO operation. The letter was addressed to Executive Secretary Lucas Bersamin, Chairperson of the PAOCC, and handed over in the morning at the Malacañang Records Office. In her letter, Mayor Guo addressed several key points to ensure a fair and unbiased investigation. She attached a copy of her previous correspondence to Senator Risa Hontiveros, Chairperson of the Senate Committee on Women, Children, Family Relations, and Gender Equality, dated June 5, 2024, as Annex “A”. Additionally, her response to the case filed against her at the Office of the Ombudsman was included as Annex “B”. Mayor Guo emphasized her limited participation as Mayor of Bamban, Tarlac, and strongly refuted allegations of her involvement in money laundering, human trafficking, kidnapping, and other crimes associated with Baofu Land Development Inc. and POGO operations in Bamban. These allegations, she asserts, have no basis and damage her reputation and effectiveness as Mayor. In her letter, Mayor Guo provided detailed points to aid in clarifying the issues: “1. Pagpapatayo sa Baofu Land Development, Inc. Walang katotohanan ang paratang na ang layunin ng pagkakatatag ng Baofu Land Development Inc. ay para sa money laundering at upang magpatayo ng isang POGO Hub sa Bamban. Mariin kong pinabulaanan ang mga paratang na ito. Ang Baofu Land Development Inc. ay itinatag alinsunod sa batas ng Pilipinas at ito ay lehitimong nakarehistro ayon sa patuntunan ng Securities & Exchange Commission. Ang aking pag-divest mula sa kumpanya ay transparent at ayon sa lahat ng legal na kinakailangan. Wala din pong basehan ang alegasyong ang pag-divest ko ay “simulated” lamang dahil ito ay properly documented na maituturing na public document. Kung kaya, maituturing na walang basehan na ako ay idawit pa sa anumang usapin patungkol sa nasabing kumpanya. 2. Pagtugon sa mga Paratang at Conspiracy Theory Walang basehan at hindi totoo ang naratibong ako ay tumakbo bilang Mayor ng Bamban upang protektahan ang Baofu Land Development Inc. Ang aking desisyon na tumakbo bilang Mayor ay dulot ng isang tunay na hangaring mapabuti ang buhay ng ating mga kababayan na nakasama ko mula noong ako ay bata pa at hindi upang protektahan ang personal na interes sa negosyo. Akin pong binibigyang diin na mali ang paratang na ang aking pag-divest mula sa Baofu ay peke o bogus dahil ito ay may sapat na dokumento. Sa makatuwid, lubusan at legal kong pinutol ang aking ugnayan sa kumpanya bago pa ako mahalal sa pagiging Mayor. 3. Pakikilahok sa Human Trafficking at Kidnapping Mariin kong pinabulaanan ang anumang pagkakasangkot sa mga umano’y kaso ng kidnapping, illegal detention o grave coercion. Ang mga paratang na ito ay ganap na walang batayan at walang kahit anong katotohanan. Wala akong anumang partisipasyon at kinalaman sa alegasyon ng pagplano ng pagdukot o iligal na detensyon ng sinumang indibidwal. Ni hindi ko kinontrol ang sinuman sa pamamagitan ng banta o puwersa para sa personal na kapakinabangan o iba pa. Inuulit ko po , ang mga paratang na ito ay walang basehan at naglalayon lamang na sirain ang aking reputasyon nang walang substansiyal na ebidensya. Mariin ko din pinabubulaanan ang alegasyong may mga dokumento akong pinirmahan upang masangkot sa usapaing ito.” Mayor Guo underscored the absence of substantial evidence to support the allegations of human trafficking, kidnapping, or money laundering against her. “Paulit-ulit kong ipapahayag na wala akong intensyon na gumawa ng anumang ilegal na gawain. Lahat ng aking aksyon ay ginawa nang may mabuting hangarin at walang kaalaman sa anumang pagkakamali. Umasa ako sa payo ng mga legal na propesyonal upang masiguro na sumusunod ako sa mga proseso ng transaksyon at pagkuha ng mga permit. Sinunod ko ang lahat ng kinakailangang proseso. Inilipat ko na rin ang aking interes sa Baufo sa pamamagitan ng isang Deed of Assignment bago ako umupo sa posisyon noong 2022, na nagpapakita ng wala akong direktang pakikilahok o pinansyal na interes sa mga operasyon ng kumpanya sa panahon ng mga alegasyon. Bukod dito, wala akong direktang pakikilahok sa araw-araw na operasyon ng mga gaming operators, at ang mga desisyon ukol sa mga permit at lisensya ay saklaw ng ibang ahensya katulad ng PAGCOR. Walang conflict of interest sa aking mga aksyon; ang aking mga desisyon ay ginawa para sa kabutihan ng komunidad at Bayan ng Bamban at hindi naimpluwensyahan ng personal na pakinabang. Ang aking mabuting reputasyon at character, pati na rin ang pagsunod sa mga regulasyon tulad ng ARTA, ay patunay ng aking integridad. Wala akong direktang pakikilahok sa anumang ilegal na gawain na kaugnay ng mga paratang sa akin. Umaasa akong mauunawaan ninyo ang aking sitwasyon at isaalang-alang ang mga katotohanang ito sa inyong pagdedesisyon.” She emphasized that a mayor should not be presumed involved in all crimes occurring in their jurisdiction without evidence of participation, consent, or knowledge. The integrity of the Mayor’s office and her reputation should not be unfairly tarnished by unfounded allegations. Mayor Guo called on the PAOCC to conduct a thorough and impartial investigation into the allegations. She expressed confidence that a detailed examination of the facts would exonerate her. She pledged full cooperation with any investigative processes and to provide necessary documents or testimony to clear her name. Mayor Guo expressed her gratitude for the PAOCC’s time and consideration in reviewing her letter and emphasized her hope for a resolution grounded in fairness, justice, and integrity.
