Duterte’s Confi Fund Request Gets 100% Negative Sentiments Despite Showing 15% Interaction Share Online

The height of the confidential and intelligence funds parley is far from over as Senator Risa Hontiveros rebuked Vice President and Department of Education (DepEd) Secretary Sara Duterte’s proposal – interrogating the latter about how her office spent its confidential allocation of P125 million in just 11 days.

In a statement released by the senator, Hontiveros emphasized the fact that confidential funds are restricted to being used exclusively for expenditures that assist the monitoring activities of civilian agencies.

She added that if the P125 million fund had been exhausted in 11 days, as reported, then the Office of the Vice President (OVP) used up all available funds by spending P11 million daily.

As questions piled up about the credibility of the funding usage, the OVP and DepEd Duterte currently heads have failed to secure the confidential and intelligence funding for the 2024 national budget as lawmakers stripped the proposal and instead realigned the fund to agencies involved in intelligence work, according to the House of Representatives.

In line with this, a recent report from Capstone-Intel Corporation revealed that Duterte’s request for confidential and intelligence funds received a whopping 100 percent negative sentiment share online despite only getting a 15 percent interaction share.

Methodology

Capstone-Intel utilized its customized social listening tools in order to gather data across all publicly available posts on social media from August 30 to September 30, 2023, in order to identify the sentiments of users about the topic.

 

Topic interaction

The data that were supplied for share of voice and interaction share illustrates the significance of conversations connected to the spending of confidential funds, which accounts for the bulk (79.6 percent) of the debate, with a noticeable focus on the worrying element of squandering P125 million in confidential funds in just 11 days (9 percent interaction share). Share highlights the importance of discussions linked to the spending of confidential funds.

Additionally, exchanges encompassing the disbursement of confidential funds by Vice President Sara Duterte’s office, the spending of the Office of the Vice President (OVP) under her leadership, funding requests, and fund reallocation all contribute collectively to the overall discourse, reflecting a broad investigation of financial issues associated with her office and their ramifications.

 

Sentiment share

The sentiment analysis of various topics revealed a prevailing negative sentiment, particularly concerning the handling of confidential funds at 80.30 percent, disbursements, and funding requests by Vice President Sara Duterte, which accounts for both 100 percent negative sentiments.

The topic “funding request” generated a 100 percent negative sentiment share across all social and non-social media platforms. It can be worth noting that it only yielded a 15.30 percent interaction share and a share of voice of 2.3 percent. This means that although it negatively impacted the sentiment shares of the users, it only garnered slight interaction compared to other topics concerning the confidential fund.

However, there is a more balanced discussion around topics like fund reallocation and the spending of confidential funds, suggesting a diversity of opinions and perspectives in these specific areas of financial activity with both 50 percent positive and negative sentiment.

 

Facebook performance

In terms of Facebook performance, Capstone-Intel revealed that during the duration of the study, the scan found 439 posts for Confidential Fund from publicly available pages with 28,028 comments, shared 15,247 times, a reaction count of 89,883 and an engagement score of 27,038.1.

The reaction distribution of the phrase “Confidential Fund” on Facebook accounts for 50.6 percent like reactions, 29.8 percent haha reactions, and 8.8 percent love reactions. Additionally, 7.1 percent of people found themselves angry, 2.5 percent had sad reactions, and 1.1 percent had wow reactions.

Facebook users are responding strongly to posts about Sara Duterte and the public outcry surrounding the use of private cash in the Philippines. Several significant ideas come through in the posts concerning Sara Duterte, with one of them coming from ABS-CBN News’ report, when Senator Risa Hontiveros highlighted her need for transparency, questioning Vice President Sara Duterte about how P125 million in confidential funds was used. Also, in a video posted by Super Radyo DZBB 594khz, Congresswoman Stella Quimbo talks about how the funding was spent quickly, which is the third top story for the issue. The news report titled “₱125-M na confidential funds ng Office of the Vice President o tanggapan ni Vice Pres. Sara Duterte, nagastos sa loob ng 11-araw at hindi 19,” garnered a range of reactions including 39.19 percent Like, 0.98 percent Love, 37.89 percent Haha, 5.81 percent Wow, 8.43 percent Sad, and 7.70 percent Angry.
